The Board of Directors for the Paralympic Sports Association is responsible for the governance of the organization. The members of the Board of Directors are hard working volunteers who in addition to serving on the board, participate on at least one sub committee of the board. The subcommittees of the board include:
- Finance Committee
- HR, Policy and Bylaw Committee
- Fund Development Committee
PSA’s fiscal year is June 1 - May 31.

Chair - Sandy Jacobson
Sandy Jacobson is local to Edmonton and is the Vice President of Richardson Executive Search. She is currently the Chair of PSA and has been on the Board since 2014. Sandy has been involved in recruitment and HR for 18 years and worked in disability sport prior to recruitment with organizations such as the Steadward Centre, Spinal Cord Injury, MS Society, etc. Sandy was a nationally ranked athlete and competed for Canada internationally in the women’s marathon. She is an advocate for sport and knows how important sport is for everyone’s well being regardless of our abilities.
Vice Chair - Gary Marcellus
Gary is a retired teacher who has been on PSA’s Board since 2010. He believe that everybody, of all ages, should have opportunities to play sport. Sport can teach you lessons that are never taught in the classroom!
Treasurer - Dale Briske
Dale joined the Board of PSA because he wanted to support an important and vital organization providing sports and recreational needs for people with disabilities. Sports and the inclusivity options it provides, is a great asset and a critical part of the lives of many people. It has been very rewarding for Dale to be a volunteer board member and to be part of PSA’s success and longevity in this field. His hobbies include the sports of curling, hockey and golf, to name a few. Those activities, along with the absolute pleasure of him and his wife being grandparents to identical twin boys!
Secretary - Andie Ritchie
Director at Large - Meghan Harris
Meghan Harris grew up in London, Ontario but has called Edmonton home for the last decade. She has been practicing as a pediatric occupational therapist for past 10 years with experience in both the greater Edmonton area and northern rural Alberta. Meghan has been an avid athlete since a young age, competing competitively in figure skating and track and field. After being hit by a truck while cycling in 2018, she was introduced to parahockey and was a member of the Canadian Women’s national Parahockey team from 2022–2024. Meghan is passionate about inclusive and safe sporting communities for people of all ages and is excited for her role as a member of the Paralympic sports association board of directors.
Director at Large - Doug Knowles
Doug Knowles is a resident of Medicine Hat and has been actively engaged with Medicine Hat PSA since 2017. He became a board member in 2022. Doug has a strong passion for sport and recreation and its importance to community health/wellness. In his free time he enjoys outdoor activities with his family such as backcountry skiing, cycling and golf.
Director at Large - Casey Paplawski
Director at Large - Skye Luk
Based in Calgary, Alberta, Skye is a communications professional with a degree from the University of Calgary. He joined the PSA Board in 2025, bringing lived experience with disability and a deep belief in the importance of inclusive recreation. For Skye, sport is about more than physical activity—it’s about joy, connection, and quality of life. He enjoys aquatic activities like canoeing, kayaking, and swimming, as well as recreational snow sports like sledding and tubing. As a board member, Skye is committed to creating accessible, welcoming spaces where everyone has the opportunity to participate and belong.
